Recently, a medical doctor of Norwegian origin (but living in the US in
the late 1800's) was referred to as "Dr. Just Christian Grönvold".
Is "Just" a first name, or is it part of a title, perhaps describing
something about his degree as a doctor?

The name Just is not the same as the English word of same spelling.
My wife's uncle had Just as his given first name.
FYI: It is *not* pronounced the same way as an English speaking person
would do.
