Some items of interest in the above linked newsletter. Firstly, in the
absence of clear proposals to deal with the legal crisis besetting Irish
heraldry from the Board of the National Library and the Department of
Arts etc, the GSI is calling for the restoration of its Genealogy and
Heraldry Bill to the order paper of the Senate. Frankly, I had not
expected much from the National Library, as the reaction of its
management to the growing range of difficulties evident since the
exposure of the Mac Carthy Mór scandal in 1999 has been increasing
detachment (occasionally allied with negative briefing against external
critics). Again, it should be remembered that the Attorney General
indicated in 2002 that the Office of the Chief Herald lacked the power
to grant arms in response to a request for advice as to how to deal with
the aftermath of Terence MacCarthy's hoax. I broadly support the GSI
bill, but have also put forward my own suggestions, including the
establishment within the National Library of a proper Department of
Genealogy and Heraldry (see 'An Irish Arms Crisis',
http://homepage.eircom.net/%7Eseanjmurp ... crisis.htm).

The GSI newsletter also raises the question of the future of the
Registry of Deeds, a very important repository whose 300th anniversary
falls next year. It would indeed be entirely unacceptable if the records
of the Registry of Deeds were to be put into cold storage after its
abolition, as the records of the defunct Land Commission have been.
Unfortunately, the National Archives of Ireland is clearly not currently
in a position to deal with the RD records, as evidenced by the testimony
of its Director to the McEntee Enquiry, in which he admitted that he
lacked the staff to supervise records in departmental custody, and that
once again his respository had run out space in which to store records
in Bishop Street. It was recommended to the previous Minister for
Justice by consultants he hired that the Registry of Deeds records
should be made accessible in digitised form, and it remains to be seen
whether the new Minister pursues this option in a context where 'Celtic
Tiger' revenue surpluses are being replaced by deficits.
