I didn't think I could help with this, but was puzzled by the name. Didn't know any Pamenter, but there are Parmenter.
Search of BMD, shows Ernest Frederick Parmenter b. 1903
Ernest Edward Parmenter b. Sep 1907 Romford 4a 592
Ernest Frederick ruled out, he married BARKER.
Births of Parmenter, mother's maiden name CRANE:-
Helena E D b. Pancras Sep 1927 1b 104
Christina J b. Islington Dec 1928 1b 343
Sheila R b. Romford Dec 1934 4a 796
There is a marriage of:-
Ernest R Parmenter to Ethel V CRANE Islington Sep 1927 1b 657
CRANE births checked from 1906 to 1910
Ethel Vera CRANE b. Leicester Mar 1907 7a 228
This must be the family, the girls are using their second names.
The Ernest R is not a transcription mistake it is clearly 'R'
Don't know if it takes you any further forward in the search.
