Godfrey Libary dropping Proquest newspaprs

I've read that Godfrey Libary http://www.godfrey.org/ has dropped the
Proquest historical newspapers (NY Times, LA Times, Wash. Post, Chicago
Tribune) because Proquest has upped the fee dramatically. My question is is
there any place else online that offers them all. I can get the NY Times
online from the San Diego library and have a semi-boot source for the LA
Times but don't know where to get the rest. Any ideas?
