Software recommendation, printing census images?

Does anyone have a recommendation for a reasonably-priced imaging program?
I want to save JPEG images of census records from Ancestry.com and need
something to allow me to easily print them (full image or selected detail)
to fit on standard size paper and also be able to adjust brightness and
contrast. I currently have an older graphics suite, Micrografx, which
includes both a drawing and a photo application, but doing what I want is
too cumbersome.

Recommendations, anyone? TIA.
