I keep 500+ records in the latest free version of Legacy.
If I upgrade to De-Luxe,
a) will it be worth it and,
b) if I want to send the records to someone else, do they also need De-Luxe,
or will the free one read the info ok?

Legacy is the first Genealogy program that I sampled and immediately paid to
upgrade. It is now my primary data program, BUT, I do keep PAF for back up.

I did however use the free version for a long time before
upgrading. In fact I did not upgrade until I got a special
upgrade offer then I ordered the CD and Book. I was really ready
to change from Family Tree Maker and Legacy finally gave me much
improved sourcing and citing tools.
I really liked the ability to verify all my locations using the
locater database which comes on the CD version, If you download
the program there is a way to download and install the geographic
data on your hard drive though. It wasn't perfect but it did
allow me to provide a standard means of identifying all my
locations. For those that weren't in the included database I used
the Canadian, UK and US official place name sites to locate the
place.
The global search and replace features are also unlocked in the
deluxe version and are worth the money when you are making bulk
changes to standardize the way you do things in your file.

There are only two genealogy programs that I know of that have a free and a
paid for version -- Legacy and Family History System.
In both cases I paid for the advanced version, mainly because I liked the
prograsms so much I thought they authors deserved the money.
And I still use both of them.
