I have been searching for online resources that would help me trace my
family's medical records, and have found nothing useful. I'd be
interested to hear information from others on how to proceed.
My parents are both dead, and lived and died in the UK. I am currently
in the US, so I would have to do any enquiries by mail or email. I'm
not sure what records are even publicly available, or how I would
enquire after them.

Most if not all medical records that I know of require a release from the
individual that the records pertain to. Usually only the patient's doctors,
hospitals and the insurance companies have access to those files unless a
court order is issued.

Since you're needing British records, you'll do better on
soc.genealogy.britain (or closest title; popularly known as GenBrit)
As I understand it, you'll have to buy the death certificates to see the
CoD.
