Here's a link to an article which discusses the languages spoken in the
areas in question. Not sure if Turkey works into the picture but
Finland, Hungary, and the Baltic countries do.

Not at all, there is a paper by Rosser called "Y-chromosomal diversity
in Europe is clinal and influenced primarily by geography, rather than
by language."

People in the Celtic countries speak Celtic languages but do not have
Celtic ancestors and are more related to the Basques.
