Paying in Euros via IBAN for Archival Documents

There is a document I want to order from a Belgian archives, but I
must pay for it via a wire transfer to an IBAN (International Bank
Account Number) account. In the past I have used foreign drafts to
pay in Euros and other currencies. This service would cost about
$10.00 and prepare a check on a bank in that country. However, the
Belgian archives cannot accept this form of payment.

I am having trouble finding an organization that will do a currency
exchange to an IBAN account for a reasonable charge. The one I found,
International Currency Express, wants to charge $25.00 to process the
request. Does anyone know of a less expensive currency exchange
service for IBAN transfers?

I realize this is somewhat of an odd question for medieval genealogy,
but I assume that many of you Americans and Canadians doing medieval
research have had to order documents from Europe and might have
practical advice to offer on this point. And, by the way, this
document that I seek is from the fourteenth century.
