My question is this: who is the wife of Fulk I de Paynel (d. c 1183), son of William de Paynel?

Sources vary. As just two examples, CP 4:317 has him married to Lescelina de Subligny. I. J. Sanders, "English Baronies", p. 5, has him married to Juliana de Douai.

Was he possibly married to both?

These are two different men named Fulk Paynel, probably from two separate
branches of the same family.

The man who married Juliana, heiress of Bampton, died ca 1165 as Sanders
states. He is variously called Fulk or Guillaume in secondary works, the
former by Sanders, the latter by Leportier (on p. 185 of the book cited by
Ray) and by Keats-Rohan in DD p. 1055. I have not checked the primary
sources for him.

The other Fulk, or Foulques, died in 1182/83 and was married to Lescelina of
Subligny (died 1213). Their agnatic descendants were the Paynel lords of
Marcey and the Taisson lords of La Roche-Taisson. He is on pp. 170-71 of
Leportier's book.
