Question re marriage age 1200's England

CP states that in Pipe Roll of 16 John that Robert Marmion rendered
account to marry Avice, but still owing 310 marks and 1 palfrey. Avice
who had been committed to his custody was still under age in 1221
(citation to Curia Regis Roll, Easter 5 Hen III, mm. 2d, 3)

Question 1: Does "under age" in 1221 indicate that marriage took place
after 1221?

Question 2: Was marriage year likely to be year in which account was
paid in full or the year in which Avice became "of age"? And what would
that phrase "of age" have meant in the 1200's?

Advice greatly appreciated.

** I don't claim to be an expert on the subject, but I don't think the

"of age" comment and marriage are related. It was not uncommon for
childhood marriages to take place (consummated at a later date), so it
may be referring to a legal age requirement for fiscal responsibility
instead.
