states
Sarah Offley, dau of Sir John Offley Knt 1615, of Madeley by his wife Anne
Fuller, second dau of Nicholas Fuller of Chamber house.

Sarah married "Peter Browne, citizen of London"

Sir John Offley was son of Henry Offley by his wife Mary White dau of Sir
John White, Knt and Lord Mayor of London d 1573

Today while looking for something else (isn't that the way), I found the
baptism of Sarah at Madeley on 15 Jan 1622/3

The above source also states that this Sir John Offley was "aged 27 on 10 Feb
1613/14" so that helps to apply a chronological framework to the family, and
thus pin down Peter Browne a bit more.

I don't know the background to this discussion, but the expression "citizen
of London" in that era had a precise meaning in terms of a man's standing
with his livery company. Further information about his membership, etc.,
should be obtainable from the Guildhall Library's Manuscripts Department.
