Hmmmmmmm...

Are there any familial links between Banastre Tarleton, the notorious
British Army officer, and the Tarletons of Virginia?

They seem to be from common stock - i.e. the Tarletons of Aigburth, Lancs.,
who had been there since the 13th century - but only distantly related.
Banastre's father was a Liverpool man. However, it appears that the first
Tarleton in Virginia was Caleb Tarleton, who married Margaret Bean in 1800,
and that Caleb was from County Maryland. (See Tarleton Records, pub. 1950).

Post nubila Phoebus.

And best base your description on history rather than Hollywood.
