He is a bit late, but I hope someone can help me.

Pedro de Melo de Portugal y Villena, born in 1733 and died in 1797 or 1798.
On 22 August 1783 King Carlos III designated him to govern the province of Paraguay.
The Rio de La Plata region was separated from the viceroyalty of Peru in 1776.
Pedro was appointed viceroy of the Rio de La Plata region on 5 February 1794.
He founded the College and seminary of San Carlos in Asuncion. In 1795 the city of Melo, in eastern Uruguay, was founded and named after him.

I have been told he is a descendant of the House of Braganza, but ES, which has the Melo family, does not mention him. Does anyone know how he fits in? Does he have brothers and sisters, descendants?

None information about marriage, descendents, or siblings; probably did
not have any.
I have no information about the mother's spanish family de la Rocha
Calderon nor about the title marquis of Villescas.
With the only exception of 77. Dona Isabel de Paiva, all have lines to
Dom Afonso Henriques (king Alfonso I).
Grand alcayde in portuguese is alcaide-mór. Someone in charge of a
castle but also a military commander for the region. In Côrtes
(Parliament) the nobility was represented by the kings' councellors,
the peers and the alcaides-móres.
Commendator was an administrator (with variable powers but always
military and sometimes judiciary) of a commandery (in portuguese
comenda and comendador); these were lordships belonging to chivalry
orders, Cristo (ex-Templars) Aviz and Santiago (St.James).
