Thanks for posting the Cecil information.

In my wife's ancestry is one:

Francis Harington, M.P., J.P., of South Witham, Co. Lincoln., Educ. Lincoln's
Inn, 1550. Mentioned in his father's will as "Francis Harington my son", 8
Nov. 1558. M 1st Barbara, d. of John Sutton, Esq. (son of Sir Thomas
Sutton, Kt., of Aberham, Co. Notts.). M 2nd Margaret (Died 16 Aug. 1577).
M 3rd - Webb, of Kent. From his father he inherited property in Heckington
and South Witham, & although he added to this by his first marriage to an
heiress & by leasing land from the Crown, he doubtless depended upon his
legal practice & offices rather than his land for most of his income. He was
active on local commissions of sewers & musters & also as a justice of the
peace, & was evidently considered reliable in religion, since he was
employed in examining local recusants and in supervising the taking of the
oath by the Rutland magistrates in 1592. Recorder of Stamford, 1567-94.
M.P. for Stamford, 1572. J.P. for Co. Lincoln, from c. 1573. J.P. for
Rutland, from c. 1577. Will dated 9 May 1595. Died 4 Aug. 1595. Will
Proved at P.C.C., 11 Aug. 1595.

According to Francis Harington's 'History of Parliament' biography he was,
through his mother Alice.d. of John Boys, of Bourne, a cousin of William
Cecil, Lord Burghley.

I have been unable to trace the reputed, but wonder, given your interest in
the Cecil family whether you are able to shed any light?
