The only two names I can think of are British: Cowie - Scottish and Cowdery

From the Oxford _A Dictionary of English Surnames_ under Cowey, Cowie,
Cowee...Felicia de Coweye 1279 recorded in Rotuli Hundredorum, 2 vols, London
1812, 1818 for Huntingdonshire. From Cowey Green, Great Bromley, Essex...

From same source (A Dictionary of English Surnames - ...), here are
details about etymologic-geographic origin... In England: Cowey Green

in Great Bromley, Essex ; in Scotland: Cowie, from the barony of Cowie,
Kincardine.

It is an anagram, like all the fictitious names this troll uses.

In this case, Eliot Coweye is an anagram for Wile E Coyote.
