Sir Richard Holbrook's summons to Parliament 1283

In 'Knights of Edward I' sub Holbrook, Sir Richard Holbrook is said to
have been "summoned to Parliament at Shrewsbury, 30 September 1283",
the reference being "P.W.", which I assume means Parliamentary Writs or
somesuch.

Does this refer to a creation of a Barony by Writ, as the subsequent
doctrine understands it? If I recall rightly, three conditions must
have been met in order for such a Barony to have been created:

(i) a summons to parliament must have been issued;
(ii) the person so summoned must have actually attended;
(iii)the parliament must be one of those considered to constiture a
valid parliament.

Can anyone confirm my understanding and, if so, how one might determine
whether Sir Richard met the three conditions?

John Parsons has very kindly contacted me to confirm that the
'parliament' of 1283 is not recognised as constituting a valid
parliament, and thus the 3rd condition above is not met in the present
case.

I see the 1283 Parliament was treated as valid for creating peerages by
writ in a House of Lords case of 1877 (was it Mowbray and Segrave?) but
which Burke's notes is now "generally held to be flawed". No doubt CP
sub Mowbray and Segrave, both of which baronies have precedence from 28
June 1283, will shed further light.

CP dates both these from 1295, not 1283. (I haven't checked vol. 14 for
changes.)
