A brief review suggests a considerable lawlessness of
society in England at a time when the population was
only a few million.

The Patent Rolls 1280 and 1296 for example reveal
numerous commissions appointed to investigate
trespass, assault, theft of animals/fish. At least
sixty instances are mentioned for each year.

The magnitude of common assault is indicated by the
numerous pardons for wrongful killing -the commonest
reason for a pardon being "self defense" Again well
over sixty cases are recorded for each year. However
in 1296, a further one hundred odd individuals guilty
of killing were pardoned on the basis that they took
part in the "Scotch Wars"!

It should be remembered that the record simply
addressed those who were pardoned. No doubt those that
did not obtain a pardon, and those who were never
apprehended increased the number of serious assaults
enormously.

Ships were regularly plundered of their merchandise
according to merchant complaints. Rivers were
illegally diverted. Buildings of absentee owners at
war ransacked.

It is significant to note that England at this period
was in turmoil with its rulers constantly at war
within and without its borders. No doubt law and order
suffered accordingly. It is unfortunate that people
never learn from the past because conditions in the
USA and UK are deteriorating in a similar manner due
to the many illegal wars over the past fifty years.
