I am certain there are others much more qualified than I am to answer this
but thought that I would go ahead for now. Certain English counties had an
enhanced status which made them a county palatine [such as Durham and
Lancashire] and their records are usually held independent from the national archives.
This is something different than a parochial peculiar whereby a certain
parish would maintain the status to have its own court for administration of
legal documents; in the case of the county palatine the entire shire was exempt.
