In England, the title Mr should only be used when the holder holds a degree
from a University - then again evryone uses it - Which is correct?
Should Antony B Blair be called 'Tony'?

An urban myth - never heard of it. You may be thinking of "esq" but
even that is not quite whatever the rule-makers stricture.
Fundamentally this sort of thing has no law attached to it and you can
do what you like.

First I've heard of this. Mr Whatever is the style used in the UK for
adult males. Master for boys, Miss for girls, Mrs (Mistress) for married
women, and the modern Ms for women who don't want their status dictated
by their youth or marital status.

A graduate (someone who holds a degree from a university) is known as:
Mr Whatever, BA (or BSc, etc). But most people only style themselves as
such in their academic circles.

In Britain, the convention is that if you do not have an Honours
degree, you do not use the postnominative BA, BSc, etc.

It is only if you have an Honours degree, that you use the
postnominative and thus to put (Hons) after the postnominative is in
the nature of a tautology.
