Norman land in England during the reign of Henry III

During the reign of Henry III land in England belonging to Normans was
confiscated. This is because of the tensions between Normandy and England and also
the fact that military service would be required by both the French and English
monarchs if land were owned in both areas.

My question is whether this law applied only to Normans born in Normandy or
whether it also applied to Englishmen who held hereditary lands in Normandy.
There are several cases in The IPM's of Henry III where land was taken into the
king's hands upon the death of those owning land in Normandy or those who had
forfeited the Norman lands already. In one particular case [that of one
Philippa de Tilly who died in York ca. Nov. 25, 1250] the jury made a point of
noting that she was born in England. Did this apply to others as well?
