Who do I contact about 17th century marriage and birth records?. Especially
wills. I am sorry if this is OT forgive me. I did not who to contact about
this. Yall are after all the experts. I thank you for any and all help on
this.

You did not specify any locale. Marriages are typically held by the COUNTY in which they happened. I would expect, that instead of "birth" you mean "baptism", which would be held by the church they occurred in.
Your best bet is to contact the genealogical society in the locale you are researching as your first step. They may know what resources are available.
Alternatively you can search the LIBRARY CATALOG at http://www.familysearch.org to see what the LDS has found.

My ancestor is John Wyatt son of Haute Wyatt. He was born in Boxley in
1630. He supposedly was married the first time to Mary Cocke in 1650. Their
two children were Edmund 1651-1707 and William 1652-1687. He may have
married Jane Osborne in 1653. His first wife died in 1652. John II and Ann
were from the second marriage. I am sorry if this is OT. He was Headwright
to Col. Thomas Pettus of Westmoreland Co. Va. 10 Feb 1652. He transported 20
people to the Colony of Virginia. Not certain his family was among them. WHo
would I contact about these. Marriages, Deaths, and Wills or Estate
Administrations.

Where is Boxley?

Marriages = County Clerk
Deaths = no such thing, however obituaries possible, burials possibly and tombstones possibly. All should be directly to the local genealogical society

Wills or Administration = Clerk of the Probate Court, again a County function.
