Yes.

If so, of what value are the articles?

That brings most of the value, actually. Many eyes protect the article
of the actions of any one person. Vandalism is very infrequent, at least in
serious topics. If you have something to contribute, by all means, sign
up and help. Or, just read, that's fine too. Articles are constantly
tweaked, added to, refined, and so on.
