Request help reading WW1 draft registration image

I am having trouble decipering part of a WW1 draft registration
card image from Ancestry.com. Particularly, item 5 (the place of
birth) of Edward Lester Hitzelberger, age 30, of Baltimore. I'd
appreciate any help in trying to figure it out. Thanks.

It looks to me like it says "Mont Alto, Franklin Co." The edge is cut off,
so you can't read the state, but when you pair it up with the census, he was
born in Pennsylvania.

Father's Birth Place: Maryland
Mother's Birth Place: Pennsylvania
Home in 1910: Baltimore Ward 9, Baltimore (Independent City), Maryland
Marital Status: Married
Race: White
Gender: Male

Household Members: Names on Census Age
Sarah C Hitzelberger 42
Edward L Hitzelberger 23
Catherine E Hitzelberger 20
Hazel M Hitzelberger 1 5/12
Steven V Hitzelberger 20
Myrtle L Hitzelberger 18
James B Hitzelberger 15

The military registration does look like Mont Alto, Franklin Co. which does
exist in PA. Above is the matching info from the 1910 census.
However their is also and Edward L. that was born in Baltimore in 1895 where
he registered. You need to be sure which is which.

Excellent. Thanks. It did look like "Franklin Co." to me, but I
rejected that reading since I know that there is no Franklin Co.
in Maryland. Silly of me to forget Pennsylvania.
