OK dumb question.

In Pennsylvania

By 1860 were all marriages required to have state license.

Were common law marriages recognized and were there licensed.

Check the Pennsylvania GenWeb site:

You should be able to find an answer either on their main site, or on
the county site for the county in which your ancestor(s) lived.

If nothing else, there are usually forums for the various states and/or
counties, and you could post a specific query there.

In some states, marriage bonds were used, as opposed to marriages
licenses, and some religious groups did not marry according to
government rules (such as Quakers), so you might not find an official
marriage record for such a marriage.

Recognized as in valid? I think so, but don't do enough PA
to know for sure. Did they require any licensing or
official paperwork? No.

By definition, a common-law marriage would not be licensed. A
common-law marriage exists (in jurisdictions where recognized at
all) when a couple live together openly as husband and wife, but
without going through any procedures required for marriages.
