A Mysterious Captain in the US 9th Infantry at Governor's Is

I have a copy of a letter dated Jan 30, 1903 on the letterhead of
"Headquarters Department of the East. Governor's Island, New York City"
signed by a Captain in the 9th Infantry. His signature is illegible.

He describes himself as an Aide on the staff of General Chaffee and was
Inspector of Small Arms Practice. He also mentions two other aides of the
General, Lindsay and Harper.

I know that General Chaffee was with the US forces at Hongkong and Beijing
during the Boxer Rebellion in China and, from the letter, so was this
unknown Captain.

Is there any way of finding the names of General Chaffee's staff at that
time?

"Only Capt. Grote Hutcheson, Sixth U. S. Cavalry, my adjutant-general, and
aid, Lieut. Roy B. Harper, Seventh U. S. Cavalry, accompanied me at this
time."

Thanks for that Mike. The signature on the letter doesn't look like
Hutcheson though. The more I look at it the more I think it might be
Ramsey. Interesting that General Chaffee does mention Harper in his report.
