I'm looking for the family of Lena Oakes who would have been about 3 years
old in 1900. I'm afraid I can't offer much to go on except I know that she
was from Pulanski, Kentucky. She married Cullen Hale about 1917 and had
two daughters. Ruby & Doris Hale.

I'm finding Cullen and Lena Hale in Rusell Springs, Russell County, KY,
not Pulaski County. In the 1910 Federal census, it shows that they've
been married for 0 years, so that would put the marriage at 1909/1910.
The 1920 Federal census, has them living in Rowes Cross Roads, Russell
County, KY, with their daughters, Ruby D., aged 8, and Doris, aged 4/12.
Lena M. Hale is shown as being 30, as is Cullen. They were still in
Russell County in the 1930 Federal Census, Cullen and Lena are listed as
being 41, and married for 20 years, Ruby D., is 18, and Doris M. is 10.
Lena M. Oaks is in the 1900 Federal Census in Rowena, Russell County,
with parents James A. and Ella. Her birthdate is given as Feb 1889, and
James and Ella have been married for 17 years.

A first attempt to find Cullen Hale in the 1900 Federal census has not
been a success, but Russell County is a neighboring County of Pulaski
County, and there are/were a lot of Hale/Hail families in that county.

What can be confusing is that there's also a Hiram Oaks in Pulaski
County (at one time) who is about the same age as this Hiram Oaks, and
for some reason, that Hiram Oaks is shown in the Kentucky Marriages
database at ancestry.com, but this Hiram is not).
Still no luck with Cullen Hale/Hail.

Draft registration, he gives his birth date as April 4, 1889. In the
1900 Federal Census for Russell County, there's a Sebastian C. Hale,
born April 1889. After that census, the only Sebastian Hale that's
turning up in searches is one in Laurel County (he's also in the 1900
census, so it's not a case of the Russell County Sebastian Hale moving
to another county).
The Head of Household is Frances M. Hale, aged 56, born Kentucky, there
is no wife shown.
Year: 1900; Census Place: Jamestown, Russell, Kentucky; Roll: T623 550;
Page: 21A; Enumeration District: 158.
If you think that this is the same person as Cullen Hale, let me know
and I'll look back for more information on him.
