It seems to me that recently I read an article that talked about a newspaper
archival service on line that was free to libraries. I couldn't find it in a
Google groups search. Does this ring a bell with anyone?

No, the one I'm thinking of was a commercial service that allowed libraries
in general (anyone who applied) free access. I was going to tell my local
librarian about it with an eye toward her signing up.
