I finally located my father in the 1910 census, age 3 and living with
his parents in New Jersey. On the line below him is a sister I never
knew he had, Cleo B age 8/12. On his mothers line under Mother of how
many children is written:
Number born, 2
Number still living, 1
Does this mean Cleo B died before the census, at 8 months old, but was
still included?
If already dead at the time of the census, what year she was born ?
Maybe she died while the census taker was at the door.

In short, yes they can. The 1910 Census was as of 15 April 1910.
Sometimes it was months from the "as of" date before a family was
contacted. You did not state on what date your family was enumerated
(it is at the top of the sheet). It is possible the baby was alive on
15 April 1910 but died subsequently. If a person died before 15 April
1910 they were not counted (according to the rules - but not always
adhered to). Likewise, if they died after 15 April 1910 they were
counted even if they were deceased by the time the enumerator called
on the family. It appears your aunt was counted under these
circumstances; she was likely born in 1909.

ancestors quite by surprise! But Bill should look at the column
"Number of Years of Present Marriage." That should help clear up that
