The Edited Register, which contains approximately 80% of all Electoral
Register listings, can still be sold to commercial companies for any
purpose. Since 2003, 192.com has published the Edited Register only.

Only the most recent years are available online but they are not
complete as there is now an opt out availability so that those who do
not wish to be included in the publically available electoral roll are
omitted.
Historical electoral rolls are not available online so you would have
to contact the relevant local Records Office (or Local Studies
Library) to see if they have them.

What era are you looking at? The rules for who could be included
changed a number of times over the centuries.
You know the electoral roll will only contain the names of those
eligible to vote in local, national and, latterly, European elections?
There's no biographical data included and they are arranged
alphabetically by wards within each borough and alphabetically by
street name within the ward. Voters are then listed in numerical
address order withing the street.
http://www.192.com is one source. http://www.1837online.com is another but you'll
need to pay for both. These sites only deal with the modern electoral
rolls back to (IIRC) 2000. Nothing earlier. The publically available
rolls for the last two or three years don't include everyone either.
