Can a "Zip No" be anything besides a Zip Code?

I've come into possession of some old family books, and one of them (a book
of daily bible verses) has some cryptic entries written inside the back
cover.

It goes like this:

Social No.
299-18-6052
299-18-6083
--------------
Zip No-278-19

The second number (the 6083) is the SSN of one of the brothers of the owners
of some of the other books, so that makes some sense. The other SSN comes
from what I believe is a totally unrelated person who was born in the same
city (Cincinnati) as the siblings who owned the books.

The "Zip No", if it is equivalent to the modern zip code, is for Conetoe,
NC, a city which (to the best of my knowledge) none of the family has ever
had anything to do with.

Any ideas what else "Zip No" might be? Or have zip codes changed
drastically since they were first invented (besides the addition of extra
digits)?
