(with uUmlaut or oUmlaut).

In 2001 there were
35 Küstler
1157 Köstler
(3 Köstler in towns with postcode 96xxx)
in the German phone directory.
There was no Kustler.
(Rottenbach is now part of Lautental. Its postcode is 96486.)

Thank you Henning for your question on what kind of U is used in the name.
Majority of french records in my hand have just U, only one is write KüSTLER with the uUmlaut.
Does exist in Germany Public Records and how get it?

I think that you will find no German Public Records.
Main sources for genealogical informations in Germany are parish
records.
Some of them can be found looking at
http://www.familysearch.org/
You can find there numbers of microfilms of microfilmed parish
records.
For towns or years you can't find a microfilm you must ask for
copies at the churches or parishes. This must be done by snail mail
(ordinary mail).
In case that the persons in question are direct ancestors of yours
(mother, father, grandfather, grandmother etc.) you can ask at the
relevant 'Standesamt'/registry office.
