Marriage documents Ohio and Illinois

I have two questions about marriage records.

Is there an index of Cook County (Chicago) marriage records that covers the
years 1930-1936? I can find an index up to 1915 at the local FHL but
nothing later. I dodn't have an exact date for the marriage, only suspected
years (1934-1936). Is the only option asking Cook County vital records to
do a search?

Second: I have an image of a marriage record from Hamilton County, Ohio for
1849. However, the upper half of the certificate is blank (where the bride
and groom declare that they're of age with no lawful spouse living). The
bottom part is filled in: "Married [text inserted: "by bans" (sic)] on the
9th day of January 1849". Only the bride's and groom's names are given
along with the presiding clerk/minister.

I know what banns are, but my understanding is that they were published by
a church to show intent to marry and were not equivalent to a marriage
license. This document seems to say that the couple was "married by bans".
Does anyone know what that's likely to mean?

By the way, there are other marriages for this period with the same
notation.
