I know this sounds like quite a task but it seems to me that someone
would be hard at work somewhere working on getting 100% of the data
submitted on Census forms into a fully-capable database. If that were
done it would allow for unprecedented searching capabilities. Then
just link the data to its corresponding picture and you've got a
complete set.

The current offerings seem archaic by today's standards and given all
the money people are spending to access this information, it would
seem to be a large boon to be the first to have such a database.

I earned "access hours" transcribing USA census for Genealogy.com a year

or so ago
And are not Ancestry trying to do that for UK and USA
Plus UK has a FreeCEN project on the go
