Then, if a provider is shown to be unresponsive, either by spews or
spamhaus listings, or by your own experience, or by commentary in nanae,
you might choose to notify the upstream providers in addition to those,
commenting on the unresponsiveness. There's some commentary on
interland in nanae.

Any idea what is going on, or how to get them to stop?
Notifying spamvertiser providers and/or their upstreams doesn't really
get them to stop. Sometimes they manage to get themselves listed in
spamsupport blocklists like spews or spamhaus and that gets their
attention more than your notifies.
